Government have published their preliminary response to the TPD consultation.
thus far, things seem rather less dramatic than might have otherwise been misreported.

as some here have long suggested, zero nicotine renders a large array of 'juice', exempt from the regulations - 8)

mods etc  don't require notification, unless of course they pre-contain e-liquid. 8)

MAIN POINTS:

there will be a notification scheme and when submitting data, only studies that are available at the time of submission are required ... manufacturers are not required to carry out additional studies on addictiveness and tocicology etc.

authorities will stick within the TPDs specific definition of "electronic cigarette" and "refill container"

MHRA will release non-confidential information but manufacturer/importer will be able to decide on information they consider to be confidential.

Secretary of State will be empowered to recall products if considered to be dangerous.

it will be necessary to display "This product contains nicotine which is a highly addictive substance" on nicotine containing e-liquids, if they are contained.

all stock bought in up until the end of 2016 will be allowed to be sold under a transition period spanning into mid 2017.
