are you trying for twice the voltage or twice the capacity.?

sounds like you will have to jiggle the wires so they are stacked, ie pos to neg  and then connect to + and - to get the higher voltage.
you more than likely have 3.7 volts at twice capacity if they are side by side.

if you have a multimeter test what voltage is comeing direct form battery wires before if hits the 5v regulator if got 7 to 8 volts your fine if you have  you got the batteries in  parallel it will emit about 3 to 4v thats if batts fully charged that is ,rather than series ,but like the say if voltage is fine than you have probably got the conections on the regulator wrong
